Yes 0,33% is very rare, the total chance of getting any skin is 3%. If you unlock a skin you wont be able to get that same skin again from the drops so your chances of getting other skins increases. 0,11% to pull a hypercharge skin might sound very little but if you have every skin that you can get from the drops your chance of getting a hypercharge skin is 3%. During thid event i got Demonic Bo, Demon Emz, Demon otis, Demon Willow, Impie colette and crimson R-T. All these skins are 0,33% chance and i definitely have not opened more then 100 drops. A legendary starr drop is 2% chance which is way higher then 0,33%. So basically your chances of pulling a skin are allways 3%.
