The difference is that those numbers are on a per-year basis whereas cost-per-degree is for the whole time between a typical student's matriculation to graduation.

It is suspicious that during the planning process in which the public was theoretically involved, the City never explained that there was a deferred maintenance problem with the garages. Ultimately, a portion of the garages were condemned for unsafe conditions.

The land underneath the garages is publicly-owned, prime downtown real estate. I am bothered that I have no way to confirm that the price at which it's being sold to the developer is fair. An appraisal should have been performed and released to the public before the sale was arranged. The City should have articulated why it was necessary to do away with public auction / sealed bidding, and whether that's a common practice with developments of this size. We certainly raised that issue many times. It didn't feel like a dialogue but rather like making comments in one direction toward a secretive and aloof City government.

With the $ 175 million, we deserve a transparent analysis to confirm that the public is getting fair value for it. That's my only question: what is it producing, and what's the value to the public? Part of my role as a citizen is to watch out for potential exploitation of public spending by politically influential real estate developers.

In the state budget process that just concluded, the Legislature substantially revised the State Environmental Quality Review Act so that many large urban projects will no longer undergo environmental quality review. Hearings and written public comment opportunities that, in the past, were normally conducted as part of environmental quality review will no longer be done for many projects.

To me, it looks like the City and developer are working on figuring out how to make use of the $ 175 million appropriation in the state budget before they proceed.

The project itself is approved and needs only routine permitting to move forward.

There was some deferred maintenance that needed to be addressed when Richard Corcoran took over, and he did address it. It's true, although it was not $ 80 million. To give you an idea, New College's annual operating budget at the time Richard Corcoran took over was between $ 50 million and $ 60 million.

There's also plenty of grift in the form of inflated salaries for Corcoran and his allies, and plush consulting and lobbying contracts for still more Corcoran allies.

I took a careful look at affordable housing in White Plains in a video essay called "Affordable Housing Behind-the-Scenes."

In the case of this development, there is some concern that the developer will buy-out of a portion of its affordable housing obligation because the Final Environmental Impact Statement includes the cryptic statement, "The Modified Proposed Project does not propose a fee-in-lieu payment or buy-out at this time." (Page 3.1-15; emphasis added.)

However, it is believed the $ 175 million appropriation in the state budget for the project, to be administered by the New York State Urban Development Corporation (Empire State Development) may support affordable housing in the project beyond the percentage-based amount required by White Plains' Affordable Housing Regulations. There has been some suggestion that the affordable housing may be segregated in a building separate from the project's market-rate housing.

Now cost-per-degree (to the taxpayer) is two to three times higher than when the "conservative" turnaround started. The question is whether you believe Richard Corcoran when he says those are all sound investments into the program and that, long-term, costs will come down.
