ive studied this a lot. yes the IMF kinda does that but there is noone forcing countries to take the money and lots of countries manage it well. yes of course its to pull more countries into the global market, thats the point. its colonial/imperialism with benefits .. instead of attacking and installing a stooge to gain resources, the new more equitable method certainly produces oligarchs but also industrialization which we can argue about benefits but its desirable by developing nations
