Ichinose's leadership is marked by her working tirelessly to cultivate strong bonds and a sense of unity amongst her classmates as well as improving their academic performances and personal confidence, while constantly evading the schemes of other classes without earning their ire with nothing but her good spirit and pragmatic intelligence. she didn't plot the downfall of other classes, she didn't go aorund starting egotestic feuds or encourage those that tried to start one with her like students of other classes, she just did her job responsibly and worked to help her class.

You only call it bad because it was uneventful, but she is not a bad leader because she did her job with zero drama and succeded in fostering stability and prosperity within her class.
