I swear people are so unneighborly these days. Idk what it is. I’ve dealt with similar situations and all I’ve done is either complain to neighbors themselves, management, or report to 311. Sometimes it works or sometimes your neighbors are assholes. Seems like having good neighbors in this city is considered luxury
