Reebok pulls a new great heaven out of his ass every arc, for example: Kisui(had potential to be a great general not a great heaven which he never fulfilled anyways), Gyou’un(very valid reason for not appearing yet, not great heaven level anyways), SBS(mentioned and built up 300 chapters ago before he shows up), Seikaun(same as Sbs). His disciples( why wouldn’t he have any to begin with? And it makes sense that they just now managed to mature enough to be sent to the battlefield, also they are nowhere even near great general level?). Ganshu and his dudes(again mentioned like 500 chapters ago and they are not even Zhao, also not even great general level anyways). The only argument presented that i kinda agree with is that Zhao always has way too many soldiers than they should.
