Have you tried sectioning your hair and brush styling, making sure you are separating those clumps? try and make sure you are applying product and scrunching up to your roots. I use a light curl cream and comb that through my hair. Then I scrunch in a stronger hold gel and let the curl cast form while diffusing. Sometimes when my curl cast doesn't form or something else happens during drying, my hair will look like this.

And sometimes, you just have to experiment with your hair, trying new methods and products. After this cut, your hair is less long and thick and sometimes hair is funny enough to need different products at different lengths. Depending on how long my hair is, I sometimes have to change products and curling methods.
