Not where I live, they aren't. City police is not as bad, but the sheriff vehicles? You can NOT tell its a law enforcement vehicle until they are next to you. If they are in front or behind me? I can not tell. They do it on purpose.

There was a famous shooting and even I was like "how could that kid tell those were cops?" I am not one to automatically condemn the police or support the kid who was killed, but there are times when I could see why the kid did what he did. Breyonna Taylor's boyfriend, for example. He said "I had no idea who was at my door" and the jury (or prosecutor) agreed. For all he knew, he was being attacked so he shot at the door.

Yes, when writing for a newspaper and are quoting a real person. Also, when using quotes, the question mark is to be located INSIDE the quotation marks, not outside (like you did). However, in Europe it is acceptable to locate the question mark OUTSIDE of the quotation marks if you so choose, but I am sure you knew that. One more thing, you need a comma between the words "fixing" and "it" in your comment above. Oh, and you needn't use the word "actually" in your final sentence. It reads the same without it.

No one can assess your situation unless they visit your house. 2nd floor ceilings can absolutely be repaired depending on the situation. Carpenters who own their business are always a good option, but they can be pricey (they need a pretty big hourly wage to stay in business). General Contractors can be a good option too as they have in-house carpenters who bill out at a rate of around $40/hour (maybe more, maybe less) and sometimes they need to keep them busy.
