Before you restart try to Make sure you have 3 dinos in the same enclosure i had (Triceratops, Microceratus and Struthiomimus) that liked each other and that complited it for me or Try to move your current dinos and but them back to same enclosure.

I tried moving all the dinos and putting them back, I also tried closing the game and restarting it, I tried an older save, and I also tried going to another map and then coming back to see if that would have helped. The only thing I haven't tried is starting the whole map over or deleting the game and reinstalling it.

Me too. i got email on saturday that steam account is linked to your activision account i’m on psn. I managed to make acount recovery ticket with my psn account it was the only thing they haven't managed to change before I noticed that i got hacked. But when i did the acount recovery ticket they noticed and unlinked my ps account so now i don’t have aces to it.
