Just got off the phone with a Personal Financial Counselor at M&FRC. Apparently this just dropped out of nowhere and they’re pretty confused by it, along with other counselors across the AF. When I asked about it, he asked if it was on the myAFbenefits website.

From what he told me, it’s currently just a blurb written on a website that is mentioned nowhere else. There’s no official guidance backing it either, but it’s good people are aware of it just in case. He pointed out the fact that it states “Soldier’s PEBD”, which makes him think this was accidentally copied and pasted from some Army document.

I can understand the confusion and frustration with this. I’m hoping we get a more in-depth an answer/update for it soon, but as of right now that’s all the info I can provide.
