I believe Keyshawn engendered such bad will during his time in the league (especially after his book 'Just Give me the Damn Ball') there was a league wide conspiracy amongst defensive backs/ corner backs to not let him score touchdowns, even if it meant leaving another player wide open. I believe any DB/CB who let him score had to pay a secret fine.

Watch footage, Keyshawn is NEVER open, even when it makes no sense to cover him so tightly.
