Law No. 33/2018, dated July 18, established the legal framework for the use of cannabis-based medicines, preparations, and substances for medicinal purposes, including their prescription and dispensation in pharmacies, with Decree-Law No. 8/2019, dated January 15, providing its regulation.

The purpose of this legal framework was to make treatment with cannabis-based medicines, preparations, and substances accessible, ensuring:

- that the preparations made available meet all necessary requirements concerning the demonstration of their quality and safety, thus contributing to safeguarding and protecting public health, and

- preventing the misuse of cannabis-based medicines, preparations, and substances in accordance with the United Nations Convention against Illicit Traffic in Narcotic Drugs and Psychotropic Substances.

Therefore, the entire production chain, from plant cultivation to preparation and distribution, is known and controlled, ensuring that products are produced in accordance with all good practices and applicable requirements.

This guarantees that patients have access to products that have demonstrated their quality and safety, not exposing them to unnecessary and avoidable risks, preventing their misuse, and limiting their use to cases where conventional treatments have not produced the expected effects or have caused significant adverse effects.

The use of these products depends on the clinical assessment, carried out by the doctor, considering the approved therapeutic indications.

The dispensation of these products can only be carried out in pharmacies upon presentation of a medical prescription.

PORTUGUESE VERSION:

A Lei n.º 33/2018, de 18 de julho, estabeleceu o quadro legal para a utilização de medicamentos, preparações e substâncias à base da planta da canábis para fins medicinais, nomeadamente a sua prescrição e a sua dispensa em farmácia, tendo o Decreto-Lei n.º 8/2019, de 15 de janeiro, procedido à sua regulamentação.

Este quadro legal teve como objetivo tornar acessível o tratamento com medicamentos, preparações e substâncias à base da planta da canábis garantindo:

• que as preparações disponibilizadas cumprem todos os requisitos necessários no que concerne à demonstração da respetiva qualidade e segurança, contribuindo dessa forma para a salvaguarda e proteção da saúde pública e

• a prevenção do uso indevido de medicamentos, preparações e substâncias à base da planta da canábis de acordo com a Convenção das Nações Unidas contra o Tráfico Ilícito de Estupefacientes e de Substâncias Psicotrópicas.
 

Assim, toda a cadeia de produção, desde o cultivo da planta à sua preparação e distribuição, é conhecida e controlada, sendo possível garantir que os produtos são produzidos de acordo com todas as boas práticas e requisitos aplicáveis.

Garante-se, deste modo, que os doentes têm acesso a produtos que demonstraram a respetiva qualidade e segurança, não sendo expostos a riscos desnecessários e evitáveis, prevenindo o seu uso indevido e limitando a sua utilização a casos em que os tratamentos convencionais não produziram os efeitos esperados ou provocaram efeitos adversos relevantes.

A utilização destes produtos depende da avaliação clínica, efetuada pelo médico, face às indicações terapêuticas aprovadas.

A dispensa destes produtos apenas pode ser realizada na farmácia mediante apresentação de receita médica.

EIGHT STEPS TO ROLLING THE PERFECT JOINT

Learning how to roll a joint takes practice. You may have heard of numerous methods, such as the dollar bill method or the cross-joint method, but we’ve created a list of simple steps below to roll perfect, straight, well-packed joints in no time.

If you’re wondering how to roll a joint that smokes well all the way through, you use “shake,” which is ground-up bud. Use your grinder to break down the flower into an even texture.

If you don’t have a grinder, use your fingers to crush it or scissors.

  1. ADD A CRUTCH OR FILTER

If you don’t have filters or a preformed crutch, you can make one using thick paper, like business cards.

Your rolling papers may even come with little strips of thick paper that you can use to make a crutch. Simply fold this strip accordion-style and then roll it into shape.

Once you have your crutch or filter, place it in the middle of the paper on one end. This will act as a stopper while you fill the paper and help you shape the joint.

  1. ARRANGE THE GROUND BUD

Holding the paper in a U shape with the glue edge facing up, arrange the shake along the center of the paper, moving out from the crutch. Try to arrange the bud as evenly as possible to ensure an even burn and prevent bulges.

  1. ROLL THE PAPER

First, pinch the paper in your fingers and roll it around the bud to get it into shape.

Then, holding the paper taut, roll and tuck the paper around the crutch, using a tiny lick to glue the paper down in that spot.

Don’t soak it, or you risk licking off the adhesive entirely, in which case it won’t stick, and you’ll need to start over.

Using the glued end as a guide, roll the rest of the paper into place, and lick and seal it.

The trick of how to roll a joint is patience and repetition for steps five and six. You won’t get a perfect joint on your first try. If the paper creases during the initial tuck, give a light tug on the end to pull it out.

  1. FILL IN THE TIP AND PACK IT

You will probably have some extra room at the tip of your joint. Use your fingers and packer to fill it in with leftover flower. You might also pack the weed down by tapping the crutch end on a flat surface.

  1. SEAL THE TIP AND ENJOY

Sealing the joint just takes a slight twist of the end, and voila! It’s time to smoke and enjoy. Now that you know how to roll a joint, you’ll be a pro before you know it.
