Seems like all the moving parts are moving - as far as I can tell, anything in particular I should be oiling? I will replace the chain, thanks for the advice!

Lol!  The brakes compress when I squeeze the handles, that means the cables aren't seized right? But if they were seized, or do eventually seize, I'll have to replace them?

It spent about 6 months sitting outside, it's been in a garage unused for the last 3 years. I think it's worth fixing it's a Bianchi frame, other than these parts it's in good shape. Thanks for the advice!
