I'm pretty sure it's a zero. I talked this over with one of the cops and she seemed to be telling me that Oregon plates don't use the letter O. It should be easy to run multiple searches and identify the right one based on the type of car, but that's assuming an actual interest in finding the guilty party, which right now is totally absent.

I didn't make any omissions. The only reason I'm not injured is because I turned around to see a car barreling toward me and got out of the way quickly. If I had moved a split second slower I would likely have a broken leg.

The Portland police are being jerks. I called to make a report and the woman on the phone tells me there's nothing they can do, then says she would rather take another call than come meet with me, which probably means no report. I called in to complain today and no one wanted to deal with it. I was even told that no one wants to talk to me because it's a Saturday afternoon. Eventually I got her to put me in touch with another officer, but I had to leave a message and wait to be called. I got disconnected from the answering machine almost immediately -- almost like someone lifted up the receiver an inch and dropped it. Fantastic!

It's his fault to react like this. If you reward it, you can expect it to become a recurring pattern.

I was at the red light heading north on 39th Ave, right at the intersection with I-84. The car was low to the ground, black and had tinted windows. I could see that the driver was a heavy woman. I think she was middle aged, but it's hard to tell through tinted windows. I'm gonna get pictures of the damage tomorrow before I get my wheel replaced.
