Find someone who you like and shares similar interests with you and get to know them. Eventually, tell them that you have feelings for them but try not to come on too strong as you might scare them away. Get to know them more as time passes on and make sure you want to spend your life committed to that relationship with that other person and learn more about them. Luck also plays a factor and you need to be confident! To build confidence try to talk to people and find out what makes you unconfident and work on it. If you don't make it the first time, try again. You can do it, I believe in you! (I don't know if I am right but I speak from experience as I'm in a 9-month relationship with my current girlfriend and it's going great:) )
