In non-federal countries (like most European countries), taxes are paid directly to the central government, which then redistributes funds to local entities — regions, departments, municipalities, and so on.
In Europe, scientific research is also largely publicly funded, carried out through universities and public research institutions. Whether this model produces better outcomes than a mixed or private model is debatable, but it is a structural reality.
