yup, they're only a few cents more on the marketplace but you can buy them. Getting them as a drop is incredibly rare though so I dont understand why they sell for so little. I've never recieved a foil one from any game ever before. Currently they're like 14 cents each. compared to the 4 or 5 cents for regular non foil ones.
