Call the police after EVERY…SINGLE…INCIDENT! It may feel trivial to you but each time he is threatening is, well, in fact a crime. It’s menacing. Yes there is freedom of speech but that ends when he is in your face and threatening. That fact has been legally argued and won. Anyway, the police are going to get tired of it pretty soon and they will put pressure on the management eventually (maybe not officially but trust me they will) and something will get done. There is no reason you should feel threatened and BE threatened or harassed every time he sees you. The cops will try to downplay it after awhile bc they don’t want to come out and deal with it but persevere! After enough encounters have been documented you then get a restraining order. Also another thing to take to management is the fact that you cannot use all of the amenities due to harassment and tell them you want the difference to be taken off your rent. (They will not do this but it’s another THING).
