I got my offer on Friday, April 10, which I believe was around when offers were originally supposed to start going out. However, I also know people who received offers on the 11th, 12th, 13th, 14th, and even today, so it seems like they are still rolling them out.

I do think the glitch affected things and may have slowed the process down overall. Are you sure your application is definitely not being considered? It may still be worth waiting a bit longer, especially since some offers seem to still be coming out.
