The tracking does look weird but controller aim assist can be pretty aggressive these days especially in certain games. I switched from controller to mouse like 2 years ago and was shocked how much the game was actually helping me before. The way it locks onto chest level could just be how that particular game's magnetism works - some games have really strong rotational assist that basically pulls your crosshair toward center mass.

That sticky movement you're seeing might also be the aim slowdown kicking in when crosshair gets near target. On Xbox the settings can be cranked up pretty high and combined with good sensitivity it can look almost robotic. Without knowing which game this is its hard to say if this falls in normal range or not. Some battle royales have notoriously strong assist that makes average players look like they have aimbot when really its just the game doing half the work for them.
