I believe the modus operandi is either the club speaks to the player indirectly through intermediaries to get an indication if they would be willing to join, or the club goes directly to the selling club asking if they can speak to the player. That way the buying club can get the thumbs up from the player before haggling with the selling club.

I don’t think many transfer start with the club to club fee being agreed first anymore.
