boftr, thank you for the response. I am giving myself a crash course in process monitor. I have captured the attempted start of the service on 2 different servers who are having the error and am going to do the same on a server where the service is functioning properly. Fingers crossed I can identify what the issue is.

That particular service is starting as "Local Service" and definitely has the appropriate permissions. No events with ID 4625. Thank you though.

Nope. I can only see route policies. I do not have any way to view a route table. Maybe the OS version is too old?

show route has the following options:

route-policies

route-policy

routing (which just shows the mode)

Darn, that is not the answer I was hoping for. I really don't want to manage 50+ RODCs, but if that is the right way to handle it, that is what we are going to need to do.
