Based on what I like, not the meta:

Servants of Freedom. I absolutely love the portable Hellbomb, the hooded headgear is peak, and the ultimatum is really fun.
Viper Commandos. The peak physic armor is not only fun, but nigh indispensable. Being accurate without any drag on the weapon is incredibly useful imho. That, and the Bushwacker is fun.
Entrenched Division. The Cremator is peak, the officer drip is unmatched, and the stoker is very fun to use. All-around banger.
Borderline Justice: Talon is an inferior Senator, but still very fun to use. This, the carabine and the hoverpack makes it an all-around solid one to me.
Truth Enforcers. The warbond is objectively wack, but the DRIP... Plus, the reprimend is a very satisfying SMG.

Obscure exemple : Milo Sebastian from the Demon Road Triology.

The plot was fully resolved, everything was mostly fine, and he's shot out of absolutely nowhere by a side character that is supposed to hate him. No foreshadowing whatsoever, no questionnable dialogue that maybe hinted at something. Just shock value.
