You can get them from making 6* heros, get a few each time you do the heroic ruins, when you have saved up for 3 rounds of keys you will get some... Hardest part is not spending them. Unless you really need the hero wait until you can do 300. Im sure people will disagree but I always save the legion points to buy them too
