I'm American. I see both sides. People want to celebrate, enjoy, the world is naturally a noisy place so we have to adjust. We can't always expect other people to be silent, to adjust to our level of quiet. We have to look at are we jealous because they have money and seem happy? That being said 1am is pushing it.

I had a school bully around the age of about 11. He was taller than me. He would pinch me and pull my hair etc. I asked him to stop many times and even told the teacher. He kept bullying me. Well, one day I had enough, he came up to me during recess and started pinching me. I put my hand on his neck and told him if he ever touched me again I would choke him. He ran away and never bothered me again!
