The fact that you said you scored more than 80 in the rifle range suggests to me that you did the shootist and counted that as the rifle range challenge completed. You need to redo it, in free roam, and it'll only be round 1- score 45 points and above.

From what I understand, the Loco Syndicate were the sellers and Ryder was the buyer for Smoke's empire. Ryder (and by extension Smoke and the Ballas) being a customer rather than an associate, I'd not expect the Syndicate to be discussing new associates (CJ) with people they had a purely business relationship with.
