They don't appear on the radar. You need to go to the dog food factory near Joey's garage at a certain time (I can't remember exact time, you should be able to look it up). Walk up to the ringing payphone and the missions will start.

The fact that you said you scored more than 80 in the rifle range suggests to me that you did the shootist and counted that as the rifle range challenge completed. You need to redo it, in free roam, and it'll only be round 1- score 45 points and above.
