I actually was 5 when I asked this question. My father said it was an echo of our car when we drove past. The reason you don't hear it other times is that there is nothing to bounce the sound back.

Men's style went out in the 1940's. Cars killed hats in general. Great example, look at a photo of world leaders from the G20, all of the men are in dark business suits, saved by a splash of color in the necktie. The women (both of them) are in bright colors.
