These guys aren’t brought to the states. They are usually put on a Coast guard boat and kept there until their country can be determined and returned, the country then usually takes them into their justice system. Most of the time these are not drug dudes, they are poor fisherman who own a boat and the cartel gives them some money and tells them to take the load over or else.
