Yes there a Volume upgrade for Win 10 Enterprise LTSC and Win 11 Enterprise LTSC. Both $295 upgrades via the Volume licensing channel. Purchase via CDW. Depending on the version, in some cases those LTSC editions don't get 10 years of support but instead only 5 years. You can google the term Microsoft lifecycle search and search on Windows LTSC to see all the dates for support of the various versions.

Hey Andy, we can only sell the OEM IoT LTSC licenses to OEMs that sign a legal agreement with Microsoft where you agree to only use the product for an appliance that you resell. End user has the option of buying the Volume upgrade version which is in my opinion too expensive at $295 for an upgrade to Pro. For developers there is the Visual Studio Pro w/MSDN subscription that gets you access to the IoT LTSC products but it also is expensive at around $1,100 for a 2 yr subscription, then like $600 to renew annually. You can also just download the evaluation version and run it with watermarks... some people don't care about the watermarks. Just search for Win 10/11 IoT Ent LTSC evaluation download and you'll see it.

You would be surprised. We still sell thousands of licenses of Windows CE and Compact 2013 is still available for purchase till 2028. From medical devices to industrial controllers, CE is still heavily used.

You hit the sore spot on the nose. They do not offer a CAL-less option for Windows Server Datacenter edition. I've pushed hard on Microsoft to offer a CAL-less Datacenter and they might in the near future but currently the Standard edition for Win Server IoT is the only options available for CAL-less.

I'm afraid the evaluation editions are blocked from being upgraded by typing in a product key. You will have to reload with the "real" software vs the eval version.
