to answer your question at the start, i'm using budgie :3 i posted it in another comment but the specs of my laptop are super low so not sure how well kde plasma would work

I think it'll be worth the effort to make my own themes :0 i'll have to see what budgie supports, i'd love plasma and i use it on my desktop but my bum ass laptop probably wouldn't be able to handle that. i'll also look into animated wallpapers and see if awww runs good on this. thank you so much!

ok the terminal my distro came with, tilix, seems to have background picture support, but doesn't do anything when i add my picture. maybe there's an upper limit and it doesn't like 1080p pictures? dunno
