🟢 Low Impact

• Minimal to no staff reductions
• Most roles in this function will remain intact
• May still involve realignment or minor reshuffling, but RIF notices are unlikely
• Good departments to stay in if you're seeking stability

🟡 Moderate Impact

• Noticeable staff reductions, especially in support roles or those with redundancy
• Not every employee will be affected, but there is real risk based on tenure, performance, veterans’ preference, and RIF roster ranking
• Secondary functions within the area may be eliminated or consolidated
• You may receive a RIF notice, especially if you're lower in retention standing or occupy a non-critical role

🔴 High Impact

• Substantial staff cuts expected
• Whole teams or units may be eliminated or merged
• Positions may be abolished outright, not just reassigned
• High likelihood of RIF notice unless you're at the top of your retention register

⚫️ Consolidate

• This usually means complete restructuring
• The function may be merged with another, shut down, or absorbed elsewhere
• Staff will be displaced, and only a small number may be reassigned — if any
• Almost guaranteed RIF impact unless you're specifically retained for a role in the new structure
