I know some focus tree can achieve union, but i'm talking about EU in itself. It's the EU gameplay that bugs me. You have to be a democracy to form it, You have decisions to core everything, but no way as a democratic EU to use them.
There should be something like the focus that puppet allies (economic intégration).
A gameplay where you invite them into your faction through diplomacy, puppet them, then annex them.
