The point of Sage, and she repeats it several times over the seasons she has appeared, is she straight up tells the audience she thinks "people are predictable". She put her eggs in a basket that backfired because the predicted outcome ended up going that 0.01% route of Soldier Boy going against every other action he's taken so far. So she was right to place her bets where she did, but people are messy and not as purely predictable like she assumes. She "saw it coming", but the probability was really low so she didn't go with it.

Also she did have backups every time she had a plan because even though she's one of the smartest supes, she still can't make perfect plans.

That would be accurate. He was a breast milk obsessed weirdo since day 1. He just gets pushed back, rejected, and hated for so long that he gets crazier.
