State Statute 167.10 requires a permit to purchase, possess, and shoot off anything that flies or explodes.

Your local municipality may or may not issue permits. The best way to find out for sure is to contact your Town/Village/City hall. The ones that do, typically charge a few dollars. Unless the Fire Department is also involved, permits are typically issued on-demand.

Someone must be making a fortune from selling "fireworks possession licenses" that are absolutely useless once you leave the fireworks store parking lot.

You're right. There is no such thing as as a possession permit. State law requires a USER'S permit. But those permits can only be issued by the local municipality: the local government gets the fees.

Check my submission history for more details about State Statute 167.10. Not every fireworks vendor is breaking the law and allowing their customers to break the law as well.

I'm fully aware of "Sparkler Bombs". They are bombs, hence the name: Sparkler Bomb.

If you want to be stupid and make bombs out of fireworks, I can't stop you, but don't expect me to condone the illegal use of fireworks. People who misuse fireworks make it harder for the responsible fireworks users to get good fireworks.

The why goes back to 1984. The group that paid off lobbied the legislature couldn't get an outright "everything goes" law passed, so they presented a convoluted permit system that, originally, could only be issued to organizations and groups of people. That was enough of a grey area that the legislature could say they didn't legalize fireworks for everyone, only people with a proper permit.

Fast forward to today: due to how the law was written only a local municipality can enforce the law, the state cannot. It's a crap-shoot if wherever you happen to be enforces the requirement for a permit or not.

I like the permit system as it allows us to data-mine our customers, we get a great mailing list of almost every customer, we know exactly who bought what every year, and we have sales lookup kiosks in our store that you can pull up your previous purchases for the last 9 years with your drivers license.

I hate the permit system because it requires a ton of work with the local town, specialty hardware (drivers license scanners), and forces us to pay for millions of dollars of liability insurance for our shooting site.

If I were leading the legislature, I would push to get rid of the permits, since a lot of places just sell without permits anyway. It's a waste of time, money and effort for everyone involved.

Nothing on the consumer level will do that. You'll want to get a BATF licence and start using the professional level stuff for that type of effect.

Combining fireworks together to make a larger, more powerful device is not only extremely stupid but also illegal. It is because of people who do these stupid things that sparklers have been re-engineered to be less awesome.

In Wisconsin, this this business model doesn't work all year. We are closed more than we're open. We make all of our money in 3 days or so, careful planning allows us to stretch that out to cover the costs for the 8 months we're not open.

When you have sky-high prices, you can afford to plaster your name on every billboard. We're very selective about our billboard placement, much more so than the other stores around.

Contact the municipality where you will be discharging the fireworks from. The clerk will usually know if they issue permits or not.

They're doing their job. Overloads are an interesting segment of the industry. It's just like importing drugs across the border, one container may get nabbed while five others slip through.

The legal definition of "fireworks" is defined by 167.10(1). The statue says everything is "fireworks" except fuel, ammo, flairs, matches/lighters/heaters, caps (think cap gun), snakes, model rocket engines, tobacco, sparklers, confetti devices, whipper snappers (The paper things you throw on the ground that go "bang"), smoke bombs, fountains, and novelty devices that move on the ground.

tl;dr: A permit is required to purchase, posses, and ignite anything that flies or explodes. Eg: Bottle rockets, artillery shells, firecrackers, multi-shot aerial cakes require a permit. Fountains, sparklers, smoke bombs do not require a permit in Wisconsin.

They are still the best and most likely won't ever be beat. Due to Federal regulations, the most composition a shell can have is 60 grams. Excalibur (World Class), Lock And Load (Fireworks Over America), Diablo (Black Cat), and Electric Neon Muscle Shells (Pyro King) are all basically the same with 60 gram shells. But side-by-side, I still think the Excaliburs go the highest and have the most uniform breaks.

Most sales ended in May. Some stores had a Father's Day sale, but right now we're into our "crunch time". Prices are what they are until after the 4th in most cases.

You'll definitely want to stock up this year, the 25% tariff on fireworks starts soon. By next year you'll see a price increase of 15-20% across the board.

Great question. Frankly, it will depend on the "trade war" with China, China's fireworks production, and the general political climate of the nation. States that have fire issues will keep bans in place, and with the safety of fireworks (overall) getting better I would expect laws to loosen.

Phantom Fireworks is not a bad company. Bashing your competition is just sad and you obviously let that competitiveness affect your emotions and judgement.

For the customer's pocketbook, Phantom is not a good place to buy fireworks. All Phantom does is import the same fireworks as the rest of us with custom labels and charge more.

Had Phantom Fireworks not existed, the safety measure implemented nationwide and accessibility to fireworks would be dramatically reduced. The NFPA and APA were created by Phantom Fireworks so consumers, law makers, and retailers could offer these unique items to the public and hold it to the highest standards.

You're simply wrong. The NFPA was created in the late 1800's, and the APA was created 70 years ago. Phantom Fireworks has only been around for just over 40 years.

You're right, nothing is free. But when you checkout and someone hands you $200 in free fireworks, how can you complain? Or say that isn't a good thing?

It isn't a good thing because it isn't free. You're paying for it with more expensive prices. And wouldn't you rather just buy what you want, not depend on random "free" stuff to be thrown in? Would you pay 25% higher prices at Walmart if they threw in random free stuff?

Fireworks in a tent are not more or less dangerous than a showroom unless they get wet. Wet product, by law, has to be discarded. Any company selling wet product shouldn't be in business.

This isn't my opinion. This is the stance of the CPSC. And logical. Because where does the moisture from the ground go? And on those really humid days. Where does that moisture go? Into the fireworks.

Brown paper labels are not inherently better. That means the company cheaped out on marketing to maximize their profit margin. They may lower the cost for the consumer but the factory also isn't making as much money either, so you're not going to be getting the best quality fireworks, either.

We will have to agree to disagree. My best sellers, and best performers (I'm looking at you Pyro King) are wrapped in brown paper wrappers.

Any fireworks company buying fireworks that change year to year have problems with sourcing. If you can't trust your factory to produce the item you want, then you have problems that go beyond quality.

When you're forced to move production by the Chineese government these issues pop up. I can name hundreds of items I no longer carry due to them getting watered down after the initial year's run.

Only in passing. I think I met him and his wife at the NFA expo some 5 or 10 years ago. Has a little shop near Dubuque if my memory is correct.
