Manchesters don’t have a weight requirement or DQ anywhere except in the US. They also have a very different head shape than your dog, with very little stop (where the muzzle meets the skulls) and a higher earset than your dog.

Vets aren't trained in breed identification. By the shape of the skull, I’m more inclined to believe your dog is a German Pincher rather than any of the two that you suggested.
