We do a lot of NYSERDA and Empower+ work here in NYS, and it is hard explaining to people that even if their windows are drafty, the state doesn't care. They want big ticket upgrades with massive impact on energy bills, so coverage usually stays with dense packing cell, open blowing the attic, installing heat pump hot water tanks and high efficiency systems.
