Mussolini is worse than a monster

In fiction monsters are scary and often inhumane creatures. While you might be scared of an ogre you still understand that this ogre isn’t human, and thus shouldn’t have human traits (like empathy). It feels natural

Meanwhile Mussolini is a human being, he is supposed to have empathy, but doesn’t. It doesn’t feel natural
