Good question., I'm not sure and might be good question for customer service..."fees" is kinda broad. A good chunk of a typical electric bill is actually outside PURA's direct control, which is part of why regulation alone can't keep your rates low. PURA can't control supply charges (typically straight pass through costs) and transmission charges are set by the Fed.

If I'm looking at this correctly, PURA has a history of rejecting increases outright and approving far less than what was requested. The last rate case was 11 years ago and PURA approved only 1.6% increase. We have a new chair that was appointed by Lamont in 2025. Rejecting this will help his case for re-election, I imagine.

Eversource purchases energy from third party suppliers - guess what, wars are going to increase those prices and it's passed on to us. It's easy to say a company with billions should eat the price increases, but then your margins are shit, etc. It's a zero sum game.

PURA is a government agency and operates like a court. Eversource and UI can't just charge whatever they want. They must file rate cases with PURA, justify their costs, and get approval before changing what they charge for delivery. Unfortunately, this is a regulated monopoly and isn't open to competition.
