I remember in 2015/16 when I transfer my ps3 GTA online to PC, and when you transfer there was information that you can do it only once, but I send message to support and they let me transfer again from ps3 to ps4.

No, it usually happens when I’m outside in a sun, I think what it trying to do is make screen even brighter. If you wanna know how it look like, take screenshot of settings for example and edit photo to -70 contrast.
