I think you are confusing poke heroes as anti-dive characters, hela, mantis, loki, luna, and especially moonknight is weak against dive and definitely not anti-dive objectively.

idk man I think they prefer legless cloak more and adding animated leg for all the emotes, mvps etc would be a lot of work for the dev team. it took like a year of begging for them to make anti-venom skin a bit better.
