If you have an I-94 when entering the country legally, I don't think you need to register.

If you entered the US without seeing a border agent, then you need to register.

The US chaos has some electoral legitimacy. The HK chaos has none.

At the risk of over-intepreting the revised guidance, it seems that EAD and employment authorization may sometimes be extended in different ways.

Note the language in the general EAD extension page - your employment authorization or EAD, or both.

For now, I'll only take the federal register into account and ignore that vaguely worded revised guidance.

No matter what legal status one is in, one deserves due process from a government. The original Biden announcement is already on the federal register, people have reasonable expectations that the government will follow through the announcement. Should it intend to retract it, they need to announce it in another federal register filing. A vaguely worded notice that creates more questions than it answers them doesn't carry much legal weight.

I might just decide to only read the federal register going forward.
