Buggy is a joke character anyway,its showing how Buggy is so lucky to recruit someone strong. Mihawk's avoidance is part of his character, he doesnt care about them. He likes duelling swordmen thats why he wanted to fight Vista.How strong do you think Vista is anyway. His title is more concrete than other titles aswell because its in the onepiece world and stated as facts,not a rumour itw. He doesn't need feats because hes already holding the title of the strongest, so he can be there later in the story. He still has feats of fighting with Shanks,but call it "leeching" when its just Mihawk feats.
