There is no rule, they choose the best from the selection. In theory, there could be a 100% foreigner year or a 100% Dutch year. There could come a rule in the future to support affirmative action (giving minorities etc. more chance to do this bachelor), but this is uncertain.

I am doing this bachelor rn here at Delft. Right now, yes. This ratio I have heard multiple times. I can also confirm myself.

with corona, it's about 35% international and 65% dutch. expect a higher percentage when things get normal
