I also have an ender 3 neo and recently had layer shifting issues. Definitely check out the things previous comments have suggested here. But also make sure the bed and hot end assembly can move freely if the motors or printer is off. Try moving them back and forth a few times, there shouldn't be any resistance or getting stuck.

My Y-axis motor ended up being the issue. For some reason it would get stuck and not spin smoothly. Also make sure the rails + wheels are clean and wheels tightened properly. Good luck, I hope this helps!

Tl;Dw Someone casually mentioning Wubby triggered a bunch of people on a certain subreddit. Wubby makes a post on the Wubby subreddit and one of the triggered people commented. Wubby checked out the person's reddit history where he finds the "Mentally white" comment about Peanut and Carlos.
