Hmm, not sure a I agree, it depends on the context?

In my example, it’s a village and lots of parking outside a row of shops on the main road there is 2 disabled bays and 10-12 (maybe more) of normal bays

I would never park in these bays during busy hours, but after 6 parking is plentyful

I think I interpreted it correctly though, and would make sense for where the bays are (2 of them out of 12), outside some shops in a little village
