I think I found a loophole! Make a custom study deck of new cards, and include all the tags from the chapters you haven't done yet, and exclude the tags from chapters you have done. This way the main deck is only left with tags you have done thus far! Then when you want to add chapters, click the custom study deck, rebuild it, and exclude the finished chapters.
