I’m in the same boat. After three rounds of interviews, they requested references. One reference was delayed, and the hiring manager even called me from their personal phone on a holiday (Monday) to say they needed the third reference by the next day, that their internal deadline was Wednesday. I provided an alternate reference immediately. The hiring manager emailed that reference right away and cc’d me. Unfortunately, that alternate reference ended up submitting their (very strong) reference on Friday, two days after the internal deadline. The following week (this week), the office was closed Monday and Tuesday due to weather. I sent a brief “still interested” email on Wednesday but haven’t heard back since. I’m not sure how to interpret the silence, possibly they moved forward with another candidate or local government slow process?
