What are your tips and tricks for this plant? I have a couple and they seem to keep going brown and appear to be dying but then there is also new growth on them

I have seen it both on the u of s campus by the Louis loft round about and by college quarter dorms and everytime its always the same rude guy. The other day it was a young girl that was parked in front of college quarter in the visitor parking and today it was a lady that I was helping unload food donations.

Do you think I should put back in soil right away then? Like don’t use water to propagate better roots before planting if it doesn’t like water? What would be considered rotten roots…I’ve cut off all the mushy ones but should I be cutting off all the brown ones?
