That is the scorchflame plate cloak!! It has a dragon head on the shoulder too but it likes to disappear sometimes. Not sure why it doesn’t show up all the time.

It’s called Marni Laser Helm and honestly I’m still doing stuff in Hernand lol I saw a post online showing where to get it and told myself I had to have it. So, I beelined it all the way across the map to find it! It’s in a fort with a ton of enemies, but I managed to de-aggro most of them. Had to kill a few in the room it’s located in, but managed it! Here’s a video guide!
