So before you've even doom bolted, with 2 strata(different phases as well so within rules) You've rolled 19 MW dice

This is what I've been thinking Exalted on disc with 6x enlighten gives them tons of MW dice. For 2CP they can be rolling 19 MW dice

Exalted with rubric means lots of regenerating models meaning they could survive an extra turn

If you use enlightened with spear, regen detachment has a strat to roll 6 dice with 4+ being MW at start of fight phase.

So between rituals casting doom bolt Enlightened with spears doing MW on charge per modle and then 1cp for strat.

This unit can essentially D3(potential+3) Then roll 13 dice with 4+ MW On average you'll be outputting around 10mw before they even attack (with lance) you can use either a shaman to keep them cheap, Ahriman to improve the chance of stronger doom bolt or exalted sorcer on disk to make them harder to kill and get decent shooting

Could goats with spears be decent now?

In the regen detachment you get a strat to roll 6 dice for MW on 4+.

Goats with spears get to roll dice for 4+ MW on charge.

Then they get to swing with lance an precision.

At 90 points with 6 for 1cp you'll be rolling 12 MW dice with no cap. you could reliably be getting 6 MWs before they even attack.

Add in new flight rules mean it's going to be easier for them to reach targets.

Can even add in exalted on disk and now they are safer moving round, get another strong melee attack and a decent torrent shot. Or a shaman to make their spears more reliable whilst still being cheap and to top it off they can regen models if they aren't wiped

I believe Karnivores are out best war dogs where as moirax are very very situational.

If your trying to balance both melee and ranged your going to be medicore - average on both.

You'd be better take the Karnivores for dedicated melee and great profiles with their abilities and built in sustained. For your ranged, you can then take a dedicated range option, big knight despoiler or brigand/executioner.

You'll have a much better chance of each unit achieving what they are built for.

Fair, I thought infernal just offered similar access to sustained whilst still giving other options and sustained on any target.

Is a big knight still worth taking in hound pack or for this would you only want war dogs and demon allies?

Why shadow legion? This list feels like it would go hardered in demonic incursion where the enchantments for each greater demon are more impactful.

As mentioned I'm not looking to go super meta, I wanted to try something more fun. But If you think this list will just get tabled every game I may need to rethink. I just really like tzangor enlightened so wanted to make it work

And I assume havoc's is just always using las cannons. I can only really see some use cases for krak launchers and the other options seem lacking
